UTILITY OPERATOR

The Town of Round Mountain is accepting applications for Utility Operator. Pay Range is between $19.23 and $24.54 dependent upon experience. This is a full-time, variable schedule possible, position with benefits.  Benefits include medical, dental, and vision insurance; retirement, paid annual and sick leave. Utility Operator is responsible for Round Mountain’s water and sewage treatment plants, water production facilities, water distribution systems, and sewage collection systems; performs a variety of skilled technical duties and semi-skilled labor in the operation, maintenance, repair, and construction of the systems; resides within a thirty minutes response time to Round Mountain/Hadley Subdivision, and performs related work as required. Special Requirements: Possess and maintain a current driver’s license to operate vehicles to conduct work; Possession of, or ability to obtain/renew and maintain a Grade I Wastewater Treatment Plant Certificate and a Grade II Water Distribution Certifications issued by State of Nevada, within one year of date of employment. JOB SUMMARY
Responsible for directing all infrastructure development safely and efficiently. Responsible for capital project identification, development, and execution. Responsible for all water and wastewater utility construction projects from initial contract negotiations through warranty termination. Works closely with Operations to assess utility performance versus the service levels.  Provides leadership and guidance to staff ensuring continuity of the processes, goals and vision of UI. Responsible for IRP assessment, development and implementation.

ESSENTIAL FUNCTIONS

  • Provides contract negotiations for Annexations, Developer’s Agreements, and Utility Service Agreements from onset through completion with support from leadership and legal teams.
  • Provides capital budget for review ensuring that the goals of meeting growth, mitigating risk and service reliability are balanced with prudent investments and customer interests.
  • Develops and applies expertise in advanced asset management tools and processes
  • Identifies capital project needs and develops solutions which address operational, regulatory, financial, and health safety and environmental requirements.
  • Oversees complex technical projects, adhering to strict goals and deadlines monitoring   project   budgets, construction activity, investment return, and coordinates timing with operations.
  • Responsible for all project development and reporting throughout each project ensuring the success of projects, while remaining in line with time and budget parameters.
  • Obtains   proposals and makes recommendations on contracting,   Coordinates all daily activities and personnel for each project.
  • Ensures all necessary   paperwork, including invoices, for each project is processed in a timely manner in JDE keeping all necessary records for future regulatory review.
  • Notifies supervisor of any current or pending escalations relating to projects, or items that could impact the success of projects.
  • Coordinates and completes the work necessary to obtain approval on emergency projects.
  • Is part of the rate case and IRP teams assisting in putting together the dockets including testifying and/or assisting with others’ testimony on projects and/or other topics.
  • Constant, independent travel daily between worksites on Company time.

  • Assists in acquisition evaluations.
  • Attends project team status meetings and other team meetings as required.
  • Remains up to date on new and revised regulations which may impact the need for new infrastructure and the recovery of new infrastructure.

JOB SUMMARY

Under limited supervision, performs routine tasks related to the operation of a water/wastewater treatment facility. Responsible for maintaining plant compliance with EPA standards and state water Commission. Assists with training of other personnel and leading work crews. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and works cooperatively to provide quality seamless utility service. Works with AM and RM to ensure continuity of processes, goals and vision of UI.

ESSENTIAL FUNCTIONS

  • Oversees the operation and maintenance of water/wastewater treatment equipment, ensuring compliance with state and federal environmental protection limits.
  • Oversees the organization and delegation of team tasks.
  • Develops and maintains operational records and prepares reports in compliance with regulatory standards.
  • Oversees sampling and testing systems, and the functionality of pumps, conveyors, blowers and other equipment.
  • Installs and repairs pumps, motors, valves and piping; diagnoses, repairs and clarifies aeration equipment, ion exchange bins, filtration equipment and other major apparatuses.
  • Monitors and samples well and groundwater upon entry to the system. Adjusts treatment levels when non-standard variances are detected. Samples water prior to exiting system.
  • Detects and reports atypical conditions, such as: identifying damaged, malfunctioning and tampered meters, detecting and reporting leaks, high/low consumption, exposed wiring and other safety hazards.
  • Cleans and maintains treatment plant, pumping stations and wells. Conducts ongoing repairs to equipment, or shuts down equipment for more extensive maintenance and repair, activating alternate equipment as needed. Requests services of outside maintenance vendor for major repairs and overhauls.
  • Activates pumps, valves and other processing equipment to move water through various treatment processes. Disposes of waste materials removed from water in line with Company procedures and government controls.
  • Implements emergency procedures in the event of overflow or spill of chemicals or unpurified water. Follows safety protocol and notifies local emergency responders.
  • Adds chemicals to water by predetermined formula. Maintains minimum inventory levels of these materials.
  • Reads and interprets meters and gauges on central control panel, or at individual machines or stages in the treatment process. Adjusts controls as needed. Retrieves computer reports on treatment process.
  • Prepares reports and maintains logs on meter readings, tests, chemical and equipment usage, and all other recordkeeping requirements; maintains various Company records and other reports as required by the state.
  • Back-washes filters and basins; handles chlorine in a safe, effective manner; assures proper working order of chlorine-related equipment.
  • Ensures regulatory compliance and adherence to Company policies and standards.
  • Coordinates construction and excavation involved in system repairs; estimates required labor and materials; identifies equipment needed for all projects; orders necessary parts.
  • Maintains a safe working environment and reports safety concerns to Area Manager.
  • Trains personnel in the areas of laboratory analysis, operations and maintenance procedures, as well as compliance to Company policies and procedures.
  • Ensures all operators are equipped with necessary tools, parts and safety equipment to work effectively.
  • Stays abreast of Federal, State and local regulations and environmental guidelines regarding water/wastewater treatment and distribution.
  • Constant, independent travel daily between worksites on Company time.
  • Must work On-Call in rotation as scheduled; responds to emergency situations as required.

ADDITIONAL RESPONSIBILITIES

  • May assist with training personnel on safety procedures.
  • Assists with overseeing and inspections of local construction projects.
  • Assists with the development of short and long term plans for operation of facilities, including contingency plans as well as plant and equipment removal/replacement.

Currently holds the minimum licensing in order to be responsible operator in charge per state regulation, or holds the minimum licensing to be classified as an Operator II with the ability to attain minimum licensing to be responsible operator in charge within 1 year of employment; must maintain a valid driver’s license.

EXPERIENCE

Requires a minimum of 5 years progressive experience working in utility management or the utility industry. Requires knowledge and experience in the operations, maintenance and processes of water/wastewater treatment; knowledge of the controls, instrumentation and mechanical equipment in the utility industry; knowledge of standard practices, terminology and safety standards in the utility industry; thorough knowledge of local, state and Federal water/wastewater regulations; knowledge and experience with the materials and chemicals used in these treatment processes.

PHYSICAL DEMANDS

Moderate to heavy physical demands, including lifting (75 lbs.), walking (10+ miles daily), climbing and mechanical repair.

EQUIPMENT USED

Handheld and/or Blackberry, laptop; water/wastewater facility equipment and machinery including pumps, aerators, chemical feed equipment, booster pumps, etc.; jack hammer and other construction equipment; operates and oversees the use of heavy equipment, including agricultural sludge spreaders; operates a Company issued motor vehicle.

Lyon County Utilities is currently accepting applications for the full-time position of Construction Inspector located in Dayton, Nevada.  This position performs a variety of skilled technical subdivision plan review and field inspection duties related to the County’s water, wastewater, cross connection program and storm drainage systems.

Requirements:

  • Related experience in plan review, inspection and oversight of pubic water and wastewater system construction and repair:
    • Methods, techniques, and safe approaches in the design, installation and repair of water, drainage and wastewater infrastructure systems.
    • Familiarity of NAC445A, NDEP Permit requirements and any applicable water, wastewater collection and storm drainage regulations that apply to Lyon County. (or similar neighboring State Codes)
    • Familiarity with Cross Connection Control, fire system operation and a strong working knowledge of OSHA requirements, compaction testing and documentation of construction projects.
    • Must have a strong working knowledge of how to work effectively with contractors, internal customers and the public.
  • Grade 1 or 2 State of Nevada Water Distribution Certification
  • CA/NV AWWA Backflow Tester Certification
  • Position requires a 30 minute response time to Dayton.  The work schedule is currently 4/10s Tuesday – Friday.

SUMMARY OF JOB PURPOSE:

Under the direction of the Utilities Inspector Supervisor, participates in the planning, facilitates permitting and ordinances for water, wastewater and storm drainage utility systems; performs utility inspections for utility easements and Cross Connection & FOG programs; and provides technical support for utility operations.

ESSENTIAL FUNCTIONS:

This class specification lists the major duties and requirements of the job and is not all-inclusive.  Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Inspects new and existing residential and commercial construction, and/or properties for conformance to codes, regulations, plans, specifications and standards; schedules inspections.
  • Reviews plans, maps, specifications, pay requests, soils reports, materials testing laboratory reports, contracts and other documents to ensure conformance with federal, state, County and industry codes and regulations; notes changes required and follows up as necessary.
  • Confers with and provides information to developers, design professionals, property owners and others regarding code requirements and alternatives, and County policies and procedures; wherever possible, resolves complaints and problems.
  • Investigates complaints of existing buildings to determine appropriate usage, and if hazardous or life safety conditions exist.

Maintains and updates as needed the Utilities Department Standard Specifications.
  • Serves as inspector-in-charge of a construction or repair project; including reviewing the work of consulting inspectors. May be required to issue stop work orders for safety related problems and may supervise a crew.
  • May perform or oversee and evaluate routine field testing of construction materials.
  • Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

CONSTRUCTION INSPECTOR   

 QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Education and Experience:

High School Diploma/GED; AND two (2) years of technical work experience which provided knowledge of building construction and plan review, construction industry experience; OR an equivalent combination of education, training and experience.
